ACEX Alliance partners in Lithuania faced difficult procedures of customs clearance.
Due to recent political events more problems arose.
"Recently we have faced a difficult situation,” explains Julius Beinoravicius, the Head of “Ingstad & Co”, “We had to deliver consolidated cargo of dietary supplements from Lithuania to Russia. According to the Decree of the Russian Government №830 as of August 20, 2014 this product was excluded from the list of forbidden for import to the Russian Federation. There should not have been any problems as the cargo was scheduled to go in transit through the Republic of Belarus, in other words within the Customs union territory. However, the Belarussian customs officers told that they were not aware of such Decree of the RF and instead of transit procedure the cargo was subject to customs convoy. We appealed to the Oshmiany customs which possesses border checkpoint between Lithuania and Belorussia and got an official written answer from there that the Customs code of the Customs Union is above any decree or amendment and the customs authorities may apply to customs convoy if they consider it necessary".
Since December 6 the Belorussian customs officers have started to inspect all transport going to Russia and back. Customs control from the Belorussian part was renewed after Russia had introduced retaliatory economic measures against a number of countries and when contradictions between Russia and Belorussia had appeared for the reason of re-export of forbidden goods to the territory of the Russian Federation.
«Once again freight forwarders became hostages of a difficult political situation what causes great financial losses,” shares his opinion Julius Beinoravicius, “In order to prevent additional expenses and minimize risks our company is trying to plan transportation thoroughly".
In such a difficult geopolitical situation artificial barriers for foreign partners may cause business instability between neighboring countries. In its turn the Alliance does its best to secure cargo going to Russia against such situations.
